A class 40 loco hauling a fantastic brake van. However shouldn't it be at the back?

This brake van is a specialist vehicle, with ploughs underneath to even out the ballast dropped by the engineers train. There would be one either end. The train would not need a normal rake van as it would be through braked. - Cheers to Alan for this info.
